When you open a new Claude Code session and type your first prompt, this checks it against your ~400 existing custom tools and skills using local Gemma, and fires a notify-focus card if one of them already does what you're about to build. It directly attacks your #1 documented failure mode — reinventing a tool you forgot you wrote (the 'why aren't we using X?' moment that has cost you whole agent dispatches).
Create ~/bin/reinvention-radar.sh wired as a UserPromptSubmit hook alongside the existing context-inject.js. On each first-prompt-of-session: (1) build a cached one-line manifest of ~/bin/* and ~/.claude/skills/*/SKILL.md descriptions (regenerated daily, stored at ~/.claude/cache/tool-manifest.txt); (2) pass the user's prompt + manifest to local Gemma (gemma4:e4b via Ollama, SSH-fallback pattern already used by context-inject.js) with 'Return the single closest existing tool name if one already does this, else NONE'; (3) if a non-NONE match scores confidently, call notify-focus with 'You may already have this:
